From the title we can interpret that they are, these people, the illuminati puppets want to control this town. Three people regard themselves as the most influential and able to control a city which is in chaos. In front of peoples who are raging, Jay-z standing with a barrage of bullets in the neck with a heavy weapon in dark clothes, they are all dark clothes, which also symbolizes the darkness.
At first the city is out of control until these guys came in and influence them to eventually become a follower of them, due to the influence that spread through their illuminati music. So the point of this video is how they mngontrol a town that initially uncontrollable, but with the power of the elite and their ability to influence the younger generation through the music they create.
